Across India, drivers have had their vehicles impounded and seized, and have faced heavy fines, FIRs and prosecution, for taking 4x4s into reserved and protected forests, wildlife sanctuaries, eco-sensitive zones and dry riverbeds without permission. Under the Wildlife (Protection) Act 1972 and the Indian Forest Act 1927 the vehicle itself can be confiscated. Assume the penalty is losing your vehicle and a court case — not just being turned away.

About this trail
Manali & the Kullu Valley is a hard-rated off-road trail near Kullu, Himachal Pradesh over Rock, Gravel, Water Crossing terrain. As a hard route it's a demanding route best left to experienced drivers in properly-equipped, modified vehicles.
The trail is at its best in summer and post-monsoon.
Watch for river crossings and high altitude (thin air); run it in a convoy rather than solo; it best suits experienced drivers.
No permit to be in Manali/Kullu or to use the Atal Tunnel, but an NGT-mandated online permit (rohtangpermits.nic.in, with a daily vehicle quota) is required to drive up to Rohtang Pass ~3,980 m (same for Indians and foreigners). High routes carry glacial-stream crossings; Rohtang closes in winter and on bad-weather days..
