Under the Wildlife (Protection) Act 1972 and the Indian Forest Act 1927 the vehicle itself can be confiscated. Assume the penalty is losing your vehicle and a court case — not just being turned away.

Spiti Valley is a hard-rated off-road trail near Lahaul and Spiti, Himachal Pradesh over Rock, Water Crossing, Gravel terrain. As a hard route it's a demanding route best left to experienced drivers in properly-equipped, modified vehicles.
The trail is at its best in summer and post-monsoon.
Watch for river crossings, high altitude (thin air) and snow and ice; run it in a convoy rather than solo; it best suits experienced drivers.
Border-sensitive region. Indian citizens need NO Inner Line Permit (valid photo ID only); FOREIGN NATIONALS need a Protected Area / Inner Line Permit (SDM/ADC offices — Kaza, Reckong Peo, Pooh), checked at the Jangi and Sumdo checkposts. Pin Valley National Park & Kibber Wildlife Sanctuary lie on typical routes — the park needs a separate wildlife/eco-tourism permit + guide. Kunzum La ~4,551 m; the Manali–Kaza road is snow-closed roughly Nov–May..
